French and American Claims Commission case records, 1860-1883.

Records consist of testimony, correspondence, and other documents regarding claims made by French citizens for Civil War depredations. Louis Jahnson, a French native who operated a grocery store in Charleston, S.C., from 1859 to 1867 and later resided in New Orleans, La., made a claim against the U.S. government for acts of pillage committed against his property by the U.S. Army. Additional claims were filed by Charles L. Dubos, a French native associated with Louis Jahnson in Charleston; Benjamin Mantone, also a French native, and a tobacco merchant in Charleston; Elizabeth Mellichamp Tunno of Pendleton, S.C., and later Savannah, Ga.; Josephine Lacassagne, a widow of Charleston; and Virginie Dutrieux, also a widow residing in Charleston. Documents include a deposition (1882) of Richard H. Willoughby, former major of the 21st Regiment U.S. Colored Troops, which describes conditions in Charleston on the first day of Federal occupation in Feb. 1865.
